Job Title: HIV Testing Services (HTS) Counselors or Providers – Ten (10) Positions.
Objective: Coordinate and oversee delivery of HIV testing services that are friendly, safe,
timely, effective, equitable and clients – centered.
Key roles and Responsibilities:
1. To employ innovative, data-driven approaches to offer HTS to targeted population sub[1]groups through different community HTS modalities including index testing services,
social network strategies, mobile testing and moonlight testing where required.
2. Conduct distribution of HIV self-tests to expand coverage of HTS services to
marginalized and hard to reach population groups
3. To implement testing strategies to reach special population groups lagging behind in
the 1st 95 including adult men, adolescents and youth aged 15-24 years and children
below 5 years.
4. To implement status neutral approaches as part of testing for prevention and treatment
and linkage to appropriate services including condom demonstration and distribution,
PrEP screening and offering, health sensitization on VMMC services for male clients,
same day ART initiation and re-engagement to care for clients previously not linked or
disengaged from ART.
5. Liaise with DHTS-focal, DACC and DMO office to obtain commodities, supplies and
government reporting tools for biomedical services.
6. Conduct visits and follow ups to care and treatment center (CTC)
7. Create awareness and generate demand of HTS services in the community
8. Link clients identified as living with HIV care and treatment facilities for ART linkage
and initiation services.
9. Maintain client’s confidentiality and ensure privacy during service delivery.
10. Effective communication and maintain working relations with other stakeholders
within the organization and in the community.
11. Provide psychosocial support and assist with bio-directional linkage and referral
network.
12. Align with current HTS guideline recommendations to ensure quality testing
services.
13. Assess, document all referrals, make follow – up and report on referral outcomes
14. Maintain up to date and accurate HTS records and compile weekly, monthly and
quarterly HTS reports for timely submission.
15. Mentor other staff including CBHS and Peers on HTS services.
16. Work with team members to monitor quality improvement plans with regards to
the established performance targets/indicators.
17. Ensure HIV testing is performed according to the National HIV Testing algorithm
18. Document lessons learned and best practices for experience sharing and
replication.
19. Maintain network and professional relationship with the LGA’s and other
stakeholders at the council level.
